Kourtny S. Garrett, President – Downtown Dallas, Inc.

Kourtny Garrett was named President of Downtown Dallas, January 2016, and has been dedicated to the revitalization of Downtown Dallas in various roles since 2002. With a resume that spans 15 years in the development of livable communities, Kourtny’s passion for strong and kinetic city centers carries from Dallas abroad.

Prior to her appointment to President, Kourtny served as Downtown Dallas, Inc.’s Executive Vice President, Senior Vice President and Director of Marketing as well as Managing Director of the Main Street District. Her primary focus of responsibilities in these roles has included the creation of strategic marketing programs for Downtown, as well as planning, government and community relations activities and economic development. She also guides the organization’s retail recruitment and retention initiatives, and has secured more than $6 million in public incentives for new business. She created the Main Street Merchants Association, and played an integral role in creating the Dallas Fashion Incubator, a stand-alone 501(c)(3) organization which houses programs to train and mentor up-and-coming designers. In addition, in 2009, Garrett was instrumental in privatizing the management of eight Downtown parks.

As President, Kourtny works in tandem with the CEO and Board of Directors on the strategic direction mission and annual work program for the organization, including Downtown Dallas 360, a plan that will ensure birth of an environment that offers a unique and diverse combination of places to live, open spaces, street activity, culture and successful business, as well as a connected and accessible public transit network.

As a Marshall Memorial Fellow, Kourtny traveled to five European cities in October 2013 to advance the German MarshallFund’s (GMF) mission of transatlantic cooperation. During that time, she was immersed in urban policy issues in southern, central and northern Europe, and has since brought those perspectives home to Dallas. She remains active with GMF dialogues and connected with colleagues throughout the U.S. and Europe to advance the rebirth of metropolitan centers, most recently sharing work with municipal officials and foundations in Copenhagen, Denmark, related to urban cycling infrastructure and business improvement district models.

Prior to joining the Downtown Dallas, Inc. team, Garrett was the Community Relations Manager at Children’s Medical Center of Dallas (now Children’s Health). Her career began at Southlake Town Square (a mixed-use lifestyle center) supporting the lead developer, Cooper & Stebbins L.P., by activating the center with community programs, building the tenant base for the district and creating community support for the development.
